Along Came a Spider (2001).  Portrays Country Chief Cabell, who confers with some big guns regarding a local muder which may be linked to the kidnapping of a senator's daughter.  Result: no immediate answers.

This movie is an adaptation of a James Patterson novel.  Lots of twists and turns, but predictable ending.
