The Limbic Region (1996).  Portrays police detective (later Chief) Fredricks.  Part of an investigative team searching for a serial killer.  Result: Clueless right up to the end.

The movies spans about a decade, jumping back and forth between past and present, as a dying man spends his last days in an attempt to bring closure to a case which he sought to solve for years during his police career.  The movie tries too hard to be something it isn't.  Nice role for McBeath though.
