Atomic Train (1999).  Portrays "Sarge" who, as a member of a local militia group, seizes upon the crisis situation as an excuse to take command and run things the way he sees fit.  This includes arming himself and his cronies, gouging money from those in dire need, and trying to "arrest" a police captain.  Result: shot in the chest (but stays feisty).

This movie is only slightly better than the average tv movie-of-the-week fare but does have a few good moments, as well as a number of recognizable character actors in some of the lesser roles.  Also has extensive views of stunning British Columbia countryside.
